OA Power Meter
Or is it possible to get the power readings from the OA for the last 24 hours via some OA commands and transfer them to a file?

I have never heard of any way to do this via the OA Card. But a module in HP System Insight Manager 5.2 named Insight Power Manager could do it. It can export powerdata for c-class enclousures.
Target the enclosure object in IPM and under HP Power Management Actions you choose export.

Insight Power Manager can record power consumption history from OA.
Also check out the new Dynamic power capping launched recently- http://h18013.www1.hp.com/products/servers/management/ipm/index.html
it can control the power consumption of enclosure
