I think there is a slow ,when OA start opening from browser!!!
Is it normal or there is a any issues?

It's usually a network issue.
But check the firmware level.
What browser and revision are you using? In general i use Firefox unless i'm connecting to iLO's.
Are you connecting to it from a management server or your laptop/desktop.
Connecting over a VPN?
Is there anything in the OA System Log?
