PCI Expansion card for C-Class Chassis

I have recently installed Windows 2003 Server with SP2 on a c-class blade server that is associated with a PCI Expansion Blade. I need to know why so many PCI Bus to PCI Bridge devices appear in the system devices section within Device manger ? An installed video capture card in the PCI expansion blade appears as PCI Bus Device 20. The driver for this card fails if it appears as a PCI Bus device above 16. Feedback will be much appreciated !!

Assuming a device ID is going to be in a certain range doesn't sound like a good thing for a driver to be doing. Does the video capture card's vendor have anything to say at this point?
