The Onboard Administrator has not completely finished initializing.
I was able to get to the iLO on one of the servers (the first I tried). When I clicked the c-Class tab, it couldn't display the enclosure and reported that the was insufficient data.
Then I popped out the OA (there is no secondary) and pushed it back in. I cleared the cache in my browser. Now, when I attempt to connect to the OA in my browser, it displays the blue "HP Onboard Administrator" banner in a frame at the top of the browser window but has this message in the middle of the screen:
"The Onboard Administrator has not completely finished initializing. This page will refresh every 30 seconds until the Onboard Administrator has finished its reset."
I can't get to the iLOs any more either.
The enclosure also has includes a Cisco 3020 and two Cisco 9124e switches.
Will this OA ever completely finish initializing? What can I try to help it?

Can you use " telnet OA_ip" to login OA.
If login successful, you can check OA version and make sure did it upgrade fw to 2.13.
If you can't login OA via telnet, I suggest to replace one OA.

Thank you Terence, for the suggestion.
I am able to attempt an SSH session and verify that it's running 2.13, but it denies access, apparently not accepting my password, which I know (I know, we've all heard this before) is correct:

Can you try remove the OA board and insert the same, it will fix the problem. if its due to initializing problem mentioned by you.

If you forgot OA password , here is the
HP BladeSystem c-Class Onboard Administrator (OA) - OA Lost Password Recovery
ISSUE:
The Onboard Administrator (OA) password has been lost.
SOLUTION:
In the event that the administrator password has been lost, misplaced, or forgotten, the following procedure allows for resetting the administrator password to the factory default that shipped on the tag with the Onboard Administrator module.
The Onboard Administrator resets a lost password to Lost Password/Flash Disaster Recovery (LP/FDR) mode.
To recover the password and reset the administrator password to the factory default:
1.Connect a computer to the serial port of the Active Onboard Administrator using a null-modem cable.
2.Open HyperTerminal (in Microsoft Windows) or a suitable terminal window (in Linux) and connect to the Active Onboard Administrator .
3.Press and hold in the HP BladeSystem Onboard Administrator reset button for 5 seconds.
4.Select LP from the serial console prompt.
5.Press L to boot the system into Lost Password mode. The password appears on the screen as it reboots.

If removing and inserting the OA board and what Terence mentioned doesn't work.
You need to do a Flash Disaster Recovery, Terence has also given the steps for the same.
Please post the solution so that it will be helpful for other members.

Thanks for the reply and suggestion. I had already tried removing the OA and re-seating it.
I did it again and issue remained.
I did notice that the Insight Display provides a looping indicator of the initialization loop. It shows the HP logo on a blue background with a caption, "HP BladeSystem," or something.
Below that is a green progress bar that counts from 0/16 to 16/16. That takes about a minute. Then after about thirty seconds, the display turns black and the starts the loop again.
Luckily this is a lab, so I have nothing running in production.
I popped out the OA, the OA tray, the servers and Cisco 3020 switch.
Then, I pushed just the OA back in. It booted and initialized just fine. I was able to login.
I pushed the Cisco switch in and it booted up.
Next, in went six BL465c servers. They all booted fine.
We're in great shape.
