Unable to update firmware on Flex-10 module / module not getting ip address

I have a new c7000 enclosure that I am bringing online. I am having difficulty updating the firmware on 2 HP VC Flex-10 Enet Modules. When I run VCSU, I get the following error:

ERROR: Unable to create SSH session

When I do a healthcheck with VCSU I get the following output:

EBIPA is configured but the modules are not pulling the ip address.

No DHCP server exists on the subnet and the modules are on the same subnet as the onboard administrator.

The system that VCSU is running from is not running a firewall.

The firmware on the modules is 2.34 and I am trying to update to 3.18.

What am I missing?

Zhich firmware do you have on the Onboard Administrator boards?

The VC modules must get at least an IP address...

The OA's are at 3.30.

The HP VC Flex-10 Enet Module's are at 2.34.

OA is good, I suggest to update the VC modules to the latest version 3.18... several issues are updated with this release...

Ok, I feel like an idiot. The interconnect bays were not enabled in the EBIPA screen.
