iLO3 IRC to BL465 G7 not working

Hi,

Using Win7, IE11 ( w/updated FlashPlayer and all FW/VirsuScanner disbled) thru OA(4.71) to BL465c G7 (iLO FW 1.88)

IRC window pops up and in lower bar says "Attempting to connect to  >iLO IP>:17990" but then nothing happens and my IRC Windows just hangs there and none of the upper menus work (all greyed out) - I get "No video" in bottom bar and then eventually that IRC .NET windows times out and disappears

any idea why this would happen ?? or what could be the cause ?

I see that my iLO3 SSL certificate is grossly expired ( like 8-9 years) - does HPE provide a CA that I can send my CSR to then receive a newly updated cert - that maybe will fix my problem ??

more info - in bottom bar IRC .NET console says somethng like: "Getting SSL security settings" and then its says "Attempting to connect to <iLO3 IP>:17990" after which IRC .NET Windows just hangs and leaves the top bar menus greyed out and then i get "No video" in bottom bar.

This must be certificate expiry that causes this....
