ProCurve 6120XG Management URL http://0.0.0.0

I have a c7000 enclosure with 4 active bays 1,2,5 and 7. All four have ip addresses assigned to them but 2 of them (bays 1 and 5) have a management URL of http://0.0.0.0 and show a "Current Address" of 0.0.0.0. I have disabled and re-enabled the blades and even reset the system. I cannot get the EBIPA to bind to the management URL. Has anyone seen this before?

I have seen a similar problem, after a firmware update of the procurve and OA it went away.

How about the OA firmware?
