E5-2698v3 Does not require a larger HS? Or just a Quickspecs typo?

Why would the E5-2698v3 (2.3GHz/16-core/40MB/135W) not require the larger heat sync linke the other higher wattage procs listed below.   I used to think it was the wattage being higher than the procs that dont require the larger HS, though this would appear to be wrong considering the E5-2698v3 says it does not require the larger HS yet runs at 135w like all the procs below. 

E5-2699 v3 - E5-2699v3 (2.3GHz/18-core/45MB/145W)

E5-2697 v3 - E5-2667v3 (3.2GHz/8-core/20MB/135W)

E5-2643 v3 - E5-2643v3 (3.4GHz/6-core/20MB/135W)

E5-2637 v3 - E5-2637v3 (3.5GHz/4-core/15MB/135W)

E5-2667 v3 - E5-2667v3 (3.2GHz/8-core/20MB/135W)

NOTE: DIMM slots 4 and 5 are not accessible when either the E5-2699 v3, the E5-2697 v3, the E5-2643 v3, the E5-2637 v3, or the E5-2667 v3 is used. In a 2 processor configuration, there are twelve (12) total available DIMM slots.

I checked in with my BladeSystem product manager and here's what he told me: 

While the wattage is a good indicator, it is not the only factor in defining the thermal profile and eventually the need for a larger heat sink. The combinations of frequency, wattage, cores, etc all contribute to a number called the t-case which better determines the thermal properties of each processor. Our Thermal teams them test each bin to make sure there is adequate thermal margin for us to support with a normal heat sink. If it doesn’t pass, we are pushed to use the larger heatsink.
