ProLiant BL460c Gen9 X64 Exception Type 02 - NMI Detected

After upgrading a ProLiant BL460c Gen9 to BIOS version 2.20 05/05/2016 we're receiving a screen of red text and unable to get into any system utilities.

The server does not go so far as to boot from any source and cannot get into any of the system utilities. The IML reports:

There are no Mezzanine cards in this server.
