What is the difference between this port's license?
Eligible
Ineligible
Acquire
If we want to activate the port, which one should be applied? Is it Acquire?

From the Cisco Port on demand guide :
Acquired : The port is licenced and Active Eligible : The port is eligible to receive a license but does not yet have one Ineligible : The port is not allowed to receive a licence.
Depending on their current port usage \ available licenses I would say to make the port eligible is the right choice as long as there are licenses available.
