Client Automation Starter - HP Portal Service will not start

I am using CA Starter 7.90. I have an issue where the Portal Service will not start. I believe it is related to the Directory Service but am not sure. This is an excerpt from the RMP-3471 log:

Is there something else listening at the ldap port? When you look at the task manager does it show slapd processes running? It should.

I don't see any slapd processes running in Task Manager. I notice that the HP Directory Service isn't started and when I try to start it it fails with an error code 21.

Did you change the configuration of the local LDAP database? This error according to the FAQ is from:

This error is reported when a value of an attribute does not conform to syntax restrictions. Additional information is commonly provided stating which value of which attribute was found to be invalid. Double check this value and other values (the server will only report the first error it finds).
Common causes include:

extraneous white space (especially trailing white space)
improperly encoded characters (LDAPv3 uses UTF-8 encoded Unicode)
empty values (few syntaxes allow empty values)

where would I look to see if the DB config had changed? I don't believe it has.

You can check if any body is listening on the same by executing the following command

"netstat -ano | findstr :3474" , the last field is the pid of the process which is listening on the port .

It appears that there is no process listening to port 3474
