Difference Between Saved Record Searches and Saved Searches

Why is there Saved Record Searches which is under "Search" and Saved Searches which is under "Tools"?

 

Also saved searches under "Tools" cannot be accessed in Trim Desktop.  Why?

 

I am curious about this redundancy.  

 

Is there an unique functionality in Tools > saved searches which I fail to see?

Also note that the saved searches from the tools menu will show you saved searches for all object types (not just records).

What other saved searches are available?  I can think of only Location Searches.

Also non administrators or information managers actually can access their saved searches under tools.

 

People have questioned why saved searches are under two spots?  Shouldn't be removed from tools if you are not an administrator or information manager?

 

Also in Trim Desktop it is grayed out under tools.   Shouldn't  it be removed all together and not just grayed out?
