3C16735 faulty

We have two 3C16735 (Office Connect 1600 Switch 16 port); both of them are now out of order, when I connect the power cord only the power led blinks very fast, no other leds (nor alert neither activity led even if a computer is connected). Is the something I can do (instead of buy two new switches, of course)?
