3Com 2952-SFP Plus Yellow Lights On Over Ports 49 thru 52

I have a 2952-SFP Plus which is powered up with nothing plugged into any of the RJ-45 ports and nothing installed in the SFP ports.  It is showing yellow lights above all four SFP ports (49 thru 52).  I can't find any documentation that explains the reason the four lights are on.  Does anyone have any thoughts?

 

This is a 3Com labeled model with an HP Model (JE009A) and Serial tag.
