3com 5500EI (3cr17259)_web interface login problem

i can't login into my 3com 5500 ii web-management. Also I can't connect to it by 3com device manager. But i can ping it and i can connect to it by console port....

None of user and passwords don't work in web-management screen and switch show me this error: "login failed."

 

i also upgrade all files in switch flash but  my problem hasn't been solved. i think , i must enable some functions or controls but i didn't what....
