Configuring 5920AF switch for RoCE, server reports protocol disabled/error

I'm trying to configure an HP 5920AF switch and a couple of HP dl380 gen 9's with 556FLR-SFP+ adapters to use RoCE for SMB Direct.  I'm roughly following this document from Emulex for setting things up.  Where emulex walks through configuration of a Cisco switch, I configured my Hp switch based on the steps listed in this thread, changing only vlan permissions.   After configuring the switch, I'm showing  "state:disabled" and "Error:Yes" under Protocol Properties on the DCB tab, as shown below.  Is there something I missed in the switch config that would have caused this? How can I figure out what is causing this error?
