QoS,DHCP, Rate Limit over different location / Centralized Management (5500-24G EI)

QoS,DHCP, Rate Limit over different location / Centralized Management (5500-24G EI)

Hello,

We are a wireless internet service provider and plan to rebuild the network. The network should be meshed to ospf, bgp build and dhcp. We have eight radio towers they operate as separate routing hops with osfp.
Two Radio Towers are PoPs with fiber Upinks to our ISP. In the two PoPs should 5500-24G (JD377A) to be installed.
My question: Is there the possibility, QoS, DHCP rate limit Central to manage as with IRF? Or to make high availability?
