SolutionI was able to get the redirection working with Cisco ISE.
The issue was the way ACL was configured earlier, had to tweak the ACL in the following way to get the redirection page forwarded to ISE.
sample ACL that I used:
rule 0 permit udp destination-port eq bootps
rule 5 permit udp destination-port eq bootpc
rule 10 permit udp destination-port eq dns
rule 15 permit ip destination <Cisco ISE Server> 0

Re: Redirection support on HP5130 switch
There is one more update from Cisco, that dynamic redirectin is not supported with H3C devices.
The solution to allow redirection to work with Cisco ISE and other NAD that do not support redirection, Cisco's Auth VLAN feature could be utlized.
The issue has been reported as a bug as of now here: Bug - CSCvn03432
