I suggest you to open a new post about your issue and there try to provide as much information as possible (sanitized configs, how you tested, topology, software versions, show/display outputs for relevant features, etc.) to help other to help you (indeed it's improbable that your scenario is exactly as the one described by OP back in 2014).

I don't think there is ever any requirement for high performance for a switch to originate ICMP packets.

If you need to test performance of the switch, you should do a file copy test through it, not a ping to it.
