creating vlan in an IRF stack
cureently IRF stack topology
SW1-HP A5500 HI switch
SW2-HP5130 HI switch
SW3-HP5130 HI switch
SW4-HP5130 HI switch
SW5-HP5130 HI switch
IRF topology
1. IRF1 SW1--->SW2
2. IRF2 SW1--->SW3
3 IRF3 SW1--->SW4
4. IRF4 SW1--->SW5
i would like to create L2 port based VLAN on all the SW2,3,4,5
and routing and VLAN interfaces creation on SW1
all the switches except SW5 are linked via DAC Cable SW5 Connected Via fiber.
kindly advice thanks in advance.

Are you sure *that* IRF Network Topology (a Star is not admitted, you draw a Star with SW1 as center) with *that* mix of 5500 HI and 5130 HI (it's not supported any IRF made using a mix of 5500 and 5130) is supported/working?
I suspect that that scenario isn't real or, if it is real, is not involving any IRF at all.
Edit: rephrased, my first sentence is really a question to OP.
What OP described is - IMHO - not possible, and I'm speaking about IRF and the mix of 5500 and 5130...not about VLANs which is anoter matter.

If your switches are in an IRF then you just log onto the IRF stack and create your VLAN and a VLAN interface, then you assign the VLAN to switchports wherever the VLAN is needed.

Comware does not support mixed architectures in an IRF stack. The 5130's can be in the stack but the 5500 cannot. If I am not mistaken, the 5500 cannot run Comware 7. The 5130's do. On that basis it could not be in the IRF as they all must run the same version of code.
