Access point can't allocate IP to client by Remote Forwarding mode

no DHCP IP address allocation on  Vlan 10x [

I facing the strange problem. I have 2 module wireless controller 10G 10500 core switches and 2 sites. I have DHCP server to assign Ip to client.
First site, i configured local forwarding mode, I create 6 vlan 172.16.1.0 ;172.16.2.0; 172.16.3.0; 10.10.1.0; 10.10.2.0; 10.10.3.0
Second site I configured remote forwarding mode, I also use 6 vlan above for client.

Site 1 : user --> AP --> Controller --> third party radius --> dhcp --> wan router-- wan router --Ap -- Client Site 2.

At Site 1 DHCP could be assigned Ip to all client, at site 2, all IP 172.16.x.x was assigned to client however DHCP couldn't be assigned Ip to client

Now i have no idea, why it is working on all vlan 172.x.x.x , but not vlan 10.x.x.x.

I thought of restarting the wireless controller to see if it solve the problem but I could not get down time from client.

Appreciate if someone can help on this.
