Database in UTC - need to view in CST

Our database (vendor built) must be in UTC.
How do I view the UTC dates in CST?

Would this be a procedure that I call?
If so how?

Or can I alter session... with out effecting data if i do an insert.

Oracle actually recommends to use UTC
and use regional settings in your application.
