NTP uses UDP sockets on port 123,NTP does not use RPC calls as far as i'm aware.

To be blunt, NO!
While there are many individual protocols which can use RPC, you will find that 99% of the daemons that run "stand-alone" do not use RPC. The easiest way to think of stand-alone are programs run by inetd. (Not always, but...)
Examples of "stand-alone"
sendmail POP# IMAP FTP TELNET NTP HTTP Finger.
