look at your client tnsnames.ora and server site listener.ora. Be sure that the ADDRESS is correct (host, Port). Is the tnsalias (after the @) defined in client tnsnames.ora. Be also sure that no space before the tnsalias in tnsnames.ora.

,where
if tnsping doesn't work (or returns an ora-12545), there's a problem with your configuration (re-check tnsnames.ora, listener.ora on the server).
However, typically this error comes from a bad tnsnames.ora definitio (check also whether you don't have TNS_ADMIN defined on your registry).
