Oracle - User

Hello,
I want to create a user in a Oracle9i Database who can create tables but not drop them.
But if I grant to the user the privilege "CREATE TABLE" I can drop the table because that privilege is included in the creation one.
And If I create a user with the only privilege "CREATE SESSION" and then I create a table in it with the system user, I am able to drop it as well from the first user...
