SP2-1503: Unable to initialize Oracle call interface
i have this problem am using 11i instance,, its a stand alone database for my personal training..
what is the problem, if the problem is in the language setting will u please tell me where i have to set that,, now my database is working.. if i stop its service i cant able to log on the sqlplus in command prompt.. once i restart my system then its works normally,,
please some one tell me what is the problem am facing,, is that the only problem in language setting,, ?
Note: i dont have any metalink access!

you don't need to have access to metalink, for Oracle DB troubleshoting if you have internet connection.
