Where will I find these? (xwd2sb and pcltrans)

Try /opt/graphics/common/bin

Note that there may be requirements for this to work. I am not sure if it's part of the base CDE installation or not. It may require current "Graphics and Technical Computing Software", or other packages.

If they exist on your system at all, they are probably located in /opt/graphics/common/bin

They are in the Graphics & Technical Computing Bundle. I had to remove the dependency checking for them to load, but I got 'em!
