There are different methods, ways to tune the oracle so as to get best possible performance from it.

1. You can use raw devices/file systems and benchmark to decide which one to use. (Though the file systems are preferred due to ease of management and other advantages. Gurus on this forum can help you a lot in this regard)

2. Kernel tuning.
This one of the most imp. The rightly tuned kernel parameters will boost the oracle performance. There is a list of parameters which you should tune to get good performance from oracle.
maxdsiz, maxdsiz_64bit
maxtsiz, maxtsiz_64bit
maxssiz,maxssiz_64bit
shmmax, max_thread_proc
dbc_max_pct, dbc_min_pct
semmns, semmni
semmap, semume
semmnu, msgmax
msgmnb, msgmni
msgseg, msgtql
maxuproc, nproc

3. Also get DBA involved in this.
