Joel, inisightful and useful post. Building rapport inside and outside the organization is a critical skill for IT leaders. In fact a recent Network World article reports that a survey by the Society of Information Management (SIM) found that more than 3/4s of the time spent by IT executives is on non-technical tasks.  And CIOs spend on average more than one-third of their time in relationship management with peers, staff and others.

Joel, this was a great post, and one I will bookmark for its sound advice. It's interesting in your example that the perception of the IT organization was negative when that problem really stemmed from the IT director's inability to build relationships. I wonder how much many of IT's current perception problems could be addressed by a focus on relationship-building ...?
