FC60 and second path

I have a FC60 with only one controller connected with one FC path to a Brocade switch.

Now obviously I need to connect the second path to another Brocade switch, to create an alternative link.
Second connection seems inactive, I don't see any light on the port led.

Need I buy a second controller?

I think so but I need a confirmation.
