Unable to connect via maintenance port

I have a storageworks 8000 array, with an HSg80 controller. I am unable to connect to the unit via the maintenance port, does anyone have any idea's?

I have tried mulitple serial ports and Pc's, new cable, but get no access. The controller reset light flashes constantly, none of the other six lights are on. Tried removing and reseating the program card but to no avail.

Any help would be great.
