Where are TXTSETUP.OEM and OEMSETUP.INF Files

Doing bare install of Windows 2000 advanced server on a ProLiant 3000 that previously had a different operating system installed. Down load of CP000508.Exe does not contain the control files necessary. How do I obtain them ?
