how to extend the file system on Window servers?

After I have increased the size of the lun that has been already assigned to a Window server, what I need to do to extend the size of the file system, can I perform the action while the application is running?

Your attached document is very helpful, however, before I get into this step, there is one more step I have to complete first, which is to merge this new added space (as shown in black bar) onto the existing partition F: (as shown in blue bar). I am not Window expert, so please let me know how to complete this step?

You will need to use the diskpart utility to extend your volume.
I attached a document which describes how the extend a volume in Windows with Diskpart.

I used it many times and it works online.
