modifying MEMBER_TIMEOUT value

After modifying MEMBER_TIMEOUT parameter value, we need to do a cmcheckconf & cmapplyconf. Whether for doing a cmcheckconf & cmapplyconf in 11.19 version requires a downtime? (haltcluster) ?
