navicli commands not working

I have naviagent running on the hp server, and it is connecting Clariion disk array, but why all my navicli commands are not working? ex, navicli getlog will got following errors:

Error: getlog command failed
Cannot acces device

If I run navicli getagent, I got following emssage:
"This agent currently isnot amnaging any device"

The device is connected fine.
What do I need to do before I can get navicli working?
