EVA secure path on hpux11.23 won't work sometimes

I'm facing a very strange situation here.
Create two Vdisks from the EVA Default diskgroup, present them to one host. With load balance off.

use #dd if=/dev/zero of=/dev/rdsk/cxdytz bs=4k count=888888

one LUN get 8000 IOPS, the other get 4000.

I've tried changing path with spmgr select, but nothing moved, for both result.

Trun on the load balance deduce both numbers.

I cannot think out what is happing.
