We have an existing EVA3000 2C2D and need to add 2 Enclosures and 28 drives.
Can someone let us know the components required
and the firmware levels for this upgrade.

Make the system current before proceeding. It can have a massive impact on performance.

Consider upgrading to VCS 3.110, even 3.028 will be out of support in a few weeks.
