But with the two enclosures moved from ID#2 to ID#3, and from ID#1 to ID#2, they stay with ID#2 and ID#1
I tried the Locate On the two enclosures, but one is staying On, and flashing continuously.
Is there a possibility to recover this situation without a EVA shutdown

EAB related "issues" can take a while to be "fixed" in CV. Leave it for a while, maybe a couple of hours, and it may resolve itself, assuming that the shelves now have the correct numbers that you have connected them to.
If not, as suggested above, you may well have to reboot one or both ctrls.

And the locate problem is resolved after several Locate on / Locate off.
I will wait until next week, and a planned shutdown of EVA is scheduled if not resolved.
