MSA70 sas in connection light is not green

my company recently bought 3 msa70 arrays and is trying to connect them through a dell r900 server with an add-on card being a rocketRAID 2644x4 we bought 3 brand new  sas cables for the items but we cannot get the sas in light to turn green and in response no hard drives are detected we are using this setup for a custom secure erasing system can anyone off some help or insight as to what is worng or if we missed anything that was supposed to be setup on the array or server side to get this unit working it is running on win 7 prof 64 bit 32gb ddr2 ram i get the same problome on the same unit running windows 2008 server
