Can anyone provide any insight on how and what to connect the EMU to? Is this something that gets connected to the hosting server?

Is there any documents or support pages that would shed some light on this?

You mean the RJ45-inled labled "LCD"?

So there is some sort of LCD that attaches to this via RJ45? How odd, as there is nothing listed in accessories/parts that even mention it.

What's the point of an EMU that only provides "visual" alerts? It seems counter to all of the management features that HP products have...

Strictly speaking, the tower version was only available with the M4214T, but not the Ultra-3 version. This is a DEC/Compa product, not pre-merger HP and some array controllers can communicate with the EMU.
