This link contains the software updates (free) for securepath but you should have prior version of SP installed ...

I have only SANworks SecurePath v3.1 for Windows 2000 on RAID Array RA4000/4100.but i want to use it on EVA3000,So the version is so low.

Oh you already have SP 3.1?? Then apply servicepack 3 which supports EVAs and MAs.

Make sure you install service pack 1 or 2 first before upgrading to service pack 3.

Prerequisites
VCS 1.0 or ACS 8.6 or 8.7
Secure Path V3.1A for Windows, or V3.1A Service Pack 1, or V3.1A Service Pack 2
Windows NT V4.0 Service Pack 5 or 6A or Windows 2000 Service Pack 2 or 3

there never was VCS V1.0 for the EVA-3000.

I don't think such an old version supports any EVAs with the latest firmware. It has been some time that I tried something similar (new VCS with old Secure Path version) and I got a 'LUN freeze' when I took a snapshot of one specific virtual disk. Upgrading to Secure Path V4.0(whatever subversion was ready at that time) made it work again.

I have just re-read the entire thread and I have now noticed that you own the 'SANworks SecurePath v3.1 for Windows 2000 on RAID Array RA4000/4100'. This is the so-called 'workgroup' version. For the EVA you need the enterprise version. There is no free upgrade from WG to enterprise, sorry.

There is an upgrade kit from V3.1 to V4 for Windows ('165988-B25'), but it does not look like it covers the WG to enterprise edition transfer. Unless I have misinterpreted the quickspecs or have missed something I am afraid you have to buy a new license: 165989-B25. Here is the URL:
