XP Performance advisor will not start

XP Performance Advisor has been installed on an HP PC running W2k with SP4 installed. The array is an XP128. The software has been configured as per the installation guide. Java 1_3_1_01a has been installed from the PA CD & tested satisfactorily.
However, after opening the IE browser & entering the URL http:///pa/. I get the usual browser error message, indicating that the page can not be displayed. The 3 services have been checked & are started.

What is the IE version? It should be >= 5.0 and Microsoft VM version >= 5.0.0.3240.

The PC's were built from the latest distribution CD's from Microsoft and had service pack 4 applied afterwards, so I would hope everything is up to date. I believe that IE5 is bundled in with the O/S. However, how do I check for the version on Microsoft VM on W2K?
