I opened Windows Device Manager and there were no HSV controller entries!
(In our case we have 4 unclaimed hsv200 entries, like i mentioned beforehand.)
The Emulex HBAs are shown as
"Emulex LightPulse - Fabric - No Automap of SCSI Devices".
Is perhaps "automap=no" the solution???
(Can't try it at this moment.)

All Proliants, connected to the SAN had TCP/IP configured, but were not connected to the LAN.
After plugging in a LAN-cable, the CommandView EVA agent started immediately.
