Can't start VM due to swap space, but swap file is out of control

I had an issue where a VM locked up and I had to kill it in vSphere.  It wouldn't restart, due to swap file space, even though I didn't do anything as far as changing configs.  Here is the  setup:

 1.  DomainController VM.  4gb RAM

 2. Application server. VM running RDS for up to 10 users.  Had 12GB ram, will only boot with 4 now.

I have attached a shot of the files in the datastore for the RDS machine, and the swap file is kind of troubling.  There is supposedly 64GB free on the Host machine, which should be enough for the 16\GB of swap they need.  I have tried reserving all the RAM to prevent swapping, but that doesn't work either.

This is a 24/7 shop, so rebooting to get answers is kind of hard to do.  I'm wondering if I can shutdown the offending machine and delete the swap file.  I think shutting down deletes it, but why is it so big?
