HPE Performance Center 12.55 fails to start host controller with .NET Runtime error

When running a performance test in the ALM desktop, the test fails with an error stating "Run test failed. Reason: Failed to launch Controller."  I checked the controller during the test and I can see Wlrun.exe start up, but then the process ends.  Also, when doing a health check I get the error, "Failed to start the controller on the host. Error message: Timeout. No response was received from the controller."

Upon checking the event logs on the Host Controller, I can see two errors.  Please see below:

I have tried registering .NET DLL files on the PC Host with no success.  Any help or ideas would be greatly appreciated.
