HPOO 10.8 Studio Debugger cycling trying to connect to localhost.

Installing OO10.8 on a Windows 10 system as a user in a local directory.

initially it works fine.  Once a update gets applied to the system and studio needs to be restarted the issues occures.  Now if you backup your projects and then blow the .oo directory away and reinstall studio it happens again.  It seems to narrow down to the Java  installed.  What is the file in studio that tells studio how to load the Java path.  I'm thinking it's looking at the JRE8_HOME Path and not the studio\java\bin Path  How or what can I tweek to correct this.
