desktop won't settle down

I cannot start anything on my desktop. The screen wont calm down enough for me to t anything started.

What model HP PC/laptop do you have? What Windows version?

What's the opposite of "calm down"?

My computer's desktop sometimes flashes  back and forth or blinks and it stops me from entering #s or letters when it is in one of the modes..  My Prod name - h8-1010,  Prod # - QN557AA#ABA,  Windows 7 home premium 64-bit Serv Pk 1  What can I do to stop this from happining?
