I Am Unable To Post In Within The Community

Like so many others, I am new to the community.  Whenever I am inside:

Community Home > Operating Systems,  I am not finding the blue "New Message" button to allow me to post.

Obviously,  now that I am sitting here in "Community Feedback & Suggestions",  I am seeing the blue "New Message" button;  hence this message you are viewing.

Any ideas on why I am not seeing the "New Message" button whenever I am in the "Operating Systems" forum?

You must be on a forum level to see the "New Message" Button.

F.e. Operating Systems > HP-UX > General

Right, you must be at the Board level, not category.
