Sounds like it but a forum search doesn't find a thread and that user hasn't posted anything but that KB entry.

 

Ah.  Suppose you are barely smarter than a naive user.  You are on a topic, so you know you don't use Reply.

You pick Topic Options.  You don't want Nominate to Knowledge base, so you pick Start Article.

 

This should be reworded to "Start KB Article" or  spell it out.

Looking into why "draft" knowledge base submittals are being displayed - only "published" content should be visible - as you've noticed, this was more of a question than a complete knowledge base article.
