Why 5.8.3? I myself consider 5.8.4 the absolute minimum version that is useable, but 5.8.8 is out for a long time already and 5.8.9 is just around the corner.
5.10.0 is the latest stable, so WTF would you want 5.8.3? On Windows?

No else than on real OS's. Just make the extension .pl and somehow windows will use the program you have associated with that extension.

So unless you are wicked, and associated .pl to be opened with Python, it should just work.
